We have that many unofficial mirror sites. As php.net is not
accepting official mirrors (as written in README_mirrors.txt),
people started to make unofficial mirrors (this was how we started
the now official hungarian mirror site). And when people see,
that this limit is reached, and rsyncing is not working
if they set daily updates, they need to set some shorter
period to get the site up to date. So mirrors are not up
to date within an hour, just in a day, because the majority
of the rsync tries are failed...
