As much as I hate to step into as heated of a argument as this one, I
think that you, and others are missing a major point. You said:

PHP will not stagnate. You must keep in mind that PHP is OPEN SOURCE. By
its very definition, open source software allows users and developers to
modify it to meet their needs. If there is a large portion of the
community that needs to have an application server that implements the PHP
Language, then nothing is stopping them from writing an application
server.

Eric S. Raymond said, in his paper _The Cathederal and the Bazaar_,
"Every good word of software starts by scratching a developer's personal
itch." This is how PHP started, with Rasmus scratching an itch, and this
also holds true for a potential application server that implements the
PHP Language. The resources are out there for someone to develop an app
server -- the Zend engine is under the Q Public License, there is a
mailing list for discussion about documenting the PHP language so other
software packages can implement it, and there is a potential user
community, according to your earlier posts.

I would encourage you to create an application server, if it something
important to you, but please don't tell us what we need/want. I am
perfectly happy with the way PHP operates right now, as are many others.
I think that we owe the entire PHP group a big thanks for all the hard
work that they have put in to make PHP as useful and sucessful as it is
today. If you feel that they have gone about things in the wrong way,
then you are free to do it better yourself, but for me, they have
developed a product that I do use, and do want to continue using.
