I don't think we should start adding support for xml tags in the scanner.
People who want to use XML should just damn well use <?php.
Actually I suggest that everyone who writes new code uses it instead of
short_tags.
We could put this on the downloads page. In any case, I want to put a link
to the NEWS file there and adding a short bullet about the PHP Dev Team
suggesting to use <?php and .php for files would be constructive.
