I think that having them in the bug system helps add a level of priority
to undocumented features/functions. Something which is undocumented,
and rarely used, is no big deal. But if it's used often enough that
we're getting bug reports on it, I'd say that it *increases* the level
of importance for documenting a given feature/function, or correcting a
documentation error.

Closing a documentation bug can be done like any other bug, patch the CVS
(in this case, the CVS for phpdoc/), and then close it... currently, we only
have 32 or so reports in there, (http://bugs.php.net/bugstats.php), so it's
not like we need a whole additional system for this, or that it's adding
a lot of weight, is it?
