    The "it" is ambiguous. If you are referring to the 4.0.4
    release, it was announced a full day before the release.

    What exactly is in there which would "bite" users?

    If there is anything central, it should not be buried deep
    inside the ChangeLog file together with hundreds of other
    entries. Instead, it should be put at a location where
    everybody will read it (considering the number of people who
    succeed in ignoring big *** WARNINGs ***, I'm not sure that
    such a place exists at all).
