Well usually when we release a new version we send an email with the
highlights to php-dev, php-general, php-announce and update the front page
of php.net. Maybe because toye was down but I kind of missed the "I'm
posting the .tar.gz in a few minutes scream if there's a problem" kind of
Email which we usually do.

Huh? There are plenty of changes people should know about when downloading
the new release. As I said a couple of months ago it would be a good idea
to put a "What's changed" link which would go to the 4.0.3->4.0.3 NEWS section.
I still think it should go there but I'm on a terrible link and about to go
to sleep so I can't do it. If no one feel like doing it (5 minutes of work)
I'll do it myself tomorrow.
