why not just starting incrementing the second number on major releases
(where i'd define major as something going through the
multiple-release-candidate process like 4.0.4 did), and using that last
number for those "patchlevel" releases that are never supposed to happen?
(really, i don't care. just seems silly to have a number in the middle
that nobody knows when to use, and the "pl1" thing always irked me.)
