Win98/PWS/PHP4.0.4

When I run a php script an MS DOS window appears, briefly showing the script, but nothing appears in the browser window. A view source reveals no parsing of the <?php ?> section. I've ensured that extension_dir="c:php" and removed the doc_root line from php.ini, as advised in one of the user comments who said they had similar problems but to no avail. I've trawled every FAQ and user comment, but it doesn't seem to be a documented problem.
