Bug description: htmlspecialchars() DONT convert a string/array ONCE
Please note:
$foo = "<a href="foo">..</a>";
$foo = htmlspecialchars($foo);
//now $foo is "<a href="foo">..</a>"
$foo = "<a href="foo">..</a>";
//$foo is <a href="foo">..</a>
//although $foo is filled with a new value, $foo converts the string!
//sorry, my english is too poor to explain more
