All exec style functions seem to be broken somewhere in between versions
4.0.3pl1 and 4.0.4 when PHP is compiled as apache module
with --enable-sigchild.
The description of the bug 8992 seems to contain the solution to the
problem.
Anyone care to take a look at this.
