Bug description: The pg_cmdtuples _still_ does not exist in the php_pgsql.dll in PHP 4.0.5

I reported this bug earlier and it was claimed that it was fixed in CVS, however, the php_pgsql.dll in the .zip version of the windows binaries for PHP 4.0.5 still does not have this function present.
