I don't think so that this break will "bury the functions under
another layer of nav". Now you can use the main index, where you
can get instantly to the right place, with one click, and you
can visit subindexes with a click on a subtitle. This won't
change I think even when this break occurs.
When you hold a book in your hand, you see a short toc, a long
toc, with expanded subsection titles, a glossary, maybe a table
of important links from the book, other special indexes, etc.
I think it would be good to include __both__ alphabetical and
categorized indexes, and some other what makes sense, and give
the ability to the actual reader to choose one for his/her actual
needs. Although I don't know how this fits in DocBook...
