well, a lot of things are in strings.xml just because they take
a string as argument or return a string and didn't fit elsewhere

i'd say if you see a better place for them then feel free to move
them in the 'en'-tree first and as a translator in your translation
of choice, too

you might even do so in all translation subtrees as long as you are
sure about your editor not breaking files with funny characters in
them, especially in the 'ja' tree. moving functions around should
be possible even if you cannot read the text inside the <refentry>
blocks as the function names themself are not subject to translations

(ever worked with a localized version of MS Office and english code
 or documentation? no fun that is :(
