If you think there is a better place for them.. move them. You could ask
as you have here, but if you don't get an overwhelming negative response..
just go ahead and make the changes.

I think that the reason it's not is that rawurlencode() specifically
follows an RFC and it's necessarily for URL's... the urlencode() only does
what modern browsers do to the url, so it's more specifically for
URL's... there is a fine line there, but I can see the reasoning.
