Being a SouthAmerican myself, I concur that most of the time people
learn some English, but I am not sure if you can pick anyone who ever
learned English in Lima (Peru), and he/she will be able to fluently
read and comprehend a book or a manual. Most learn English because it
is taught (to some degree) in some high schools, but never use it. If
you just do business only/mostly in SouthAmerica, you rather learn
Brazilian portugese, and perhaps some Quechua.

If you are involved in programming or science, you tend to learn more
english because a lot of thecnical info is in that language (in
Chemistry you also learn a little bit of German), but not necessarily
the colloquial kind.

If you are going to go and study abroad in one way of another you'll
learn English (or French or Japanese or German), depending to where
you are going. USA, England, France, Spain, Japan and Germany were the
prefered destinations of people I knew from my college years. In fact
I think only about 30% of the people I knew in college (9 of my
friends, IIRC) are still in Peru or another SouthAmerican country.
