fflush() is something different that should be documented in
'Filesystem'

I't vote for "Output Control" as other output-related stuff that is not
directly related to buffering might fit in there too

(thinking of nothing special right now, but there was a feature request
regarding style of error-message output (HTML/XHTML) for example)
