There is no legal issue to download the full on-line manual. It is
protected through the GPL. And so the downloaded manual is protected under
the GPL itself. To include annotations, you need a MySQL dump from Rasmus
or Colin or whomever manage this. Hartmut have also a strong interest to
receive a dump because he travels on weekends many hours in Germany.
