And vice versa: some of the buglist types don't really have
corresponding configure options; but enough do that this is totally
valid. I'll take a look. But first--dinner! :)

Anyway, I've done some more work cleaning up and organizing the
configure options list, including cross-refs where one option becomes
something new between PHP 3 and PHP 4, etc. They are also now grouped
according to purpose--according to me :) (That's only tentative,
though). The only groupings so far are Databases, Graphics,
Miscellaneous, Server, and XML. As I said, I'll be looking at Ron's
groupings too (instead?).

I also think that the section ids in install.xml need some work, which
is reflected in the page below. The naming scheme isn't really
consistent with anything else in the docs.

The current (incomplete--still more ideas from Ron to incorporate)
