Whenever someone adds a new XML file to the english tree, all other
languages break. If I have time I look at that english version and
copy it over to the other languages and make the necessary changes to
chapters.ent.

I have no glue between toye and php.net. This is done by Rasmus itself. If
some language couldn't be build, Rasmus makes an announcement on the
phpdoc list and so I look for it and make the changes that at least the
.html and .php manuals could be build.

With new files it is not such a problem. It's a little bit tricky if there
are some movement of functions from one file to another. If it is already
translated the translated function should be moved and not only copy the
english version over to other languages.
