The modular stylesheets specifically create a plain HTML document
for the separate linkage of <legalnotice>, instead of running it through
the usual channels. Not sure why, but I do remember running into this
problem last time I used DocBook. You can probably just override that
portion of the DSSSL; it'll be somewhere in dbttlpg.dsl

Are you using the experimental DocBook XSLT stylesheets from nwalsh?
I didn't have much success with those on any transformer apart from
XT. Also, they did have quite a lot of formatting errors when I
converted the FO into a PDF.
