cvs.php.net has a wrong time configuration.

This can't be correct IMHO, since it was GMT 19:51:49 when I recieved that
message, that is CET (Amsterdam, Berlin) 21:51:49 (+0200).
True, in London, it was 20:51:49, but since they have Daylight Saving Time
in London too, London is GMT +0100 currently!
Would someone please fix that, since also all CVS commit messages appear to
have been sended one hour in the future...
For the record, I send this message at 22:21 Amsterdam/Berlin time, it is
now GMT 20:21, and in London it is 21:21.
