well, IMHO it's a job of translation maintainers
to make sure their translated tree works
deleting an invalid entity will bring it to
their attention that something has to be done
and they do know how to do it right in their
language
i myself for instance don't like to deal with
non-ISO character set files at all
the *only* argument against deletion i can see
is that automatic updates will fail for the
translated manuals on php.net until a translation
is fixed
