this wasn't necessary building php3 on windows. the win32build.zip
package we provided included a version of bison that had a
command-line switch to point to bison.simple that the project files
used.

(it was the stock bison compiled with the microsoft tools, not the
cygwin version. that version of bison was smaller than cygwin.dll, as
i remember. :)
