"The absolute minimum requirement is Internet Explorer 3. However,
some testing has shown that there are still some things missing in
Internet Explorer 3, causing some problems with the HTML Help
viewer. Because of this, using at least Internet Explorer 4 is
highly recommended."

There is a detailed explanation there, what the user miss,
while using IE3. So it is 'working', it opens the file, but
is not to useable. But as it works that way, we need to say,
that we need IE4 IMHO.
