Understand me correctly: Goba is doing a great job documenting all those
undocumented functions. It's just that I only noticed because of this
commit that those functions were added, otherwise I'd have tried to
start a discussion earlier.

PHP currently contains no less than 2329(!) functions. With such a huge
amount of functions, and also without such a huge amount of functions,
you must guard for too specific functions that could be replaced by a
more general one. With array_change_key_case, there is definitely a case
of a too specific function. I didn't yet come up with a syntax for a
more general function, but pending this discussion, it's (IMHO) wise to
suspend documenting this function, until it is agreed to leave the
function as it is, or not. Suspending the documentation of it only
serves to prevent ruling out the second possibility for the sake of BC.

Goba: sorry if it seemed that I was obstructing your great effords,
that's definitely not the case.
