Notice the word "functions" in this snippet from

I. Apache-specific Functions
II. Array Functions
III. Aspell functions [deprecated]
IV. BCMath Arbitrary Precision Mathematics Functions
V. Bzip2 Compression Functions
VI. Calendar functions

Is there a specific reason for this inconsistent use of capitals? If not,
let's make them all lowercase.
