The one i know of doesn't go back beyond 1999, so most likely:
NO!

the only useful reference regarding this was in a thread over a year
ago, with a rather insightfull contribution from Ron Charma:

so even if this decision was made back in '97 it isn't valid anymore
as most of the current contributors can't even possibly know about it

that doesn't mean we can't agree on using the CMoS, but we (the *current*
maintainers and contributors) have to take this decision again *and*
have to document it in the howto for the future to have it take effect
even with the natural fluctuation in projects like these
