You'r cvs update does not seem to be correct. You have updated the configure
script, while you have not updated the scripts/file-entities.php script, so
there is a conflict between them. Try to rerun cvs update and in that run,
file-entitites.php should be updated.

BTW I tried ./configure --with-lang=sv and it worked quite well...
