Bug description: Where are PNG pictures?

After downloading php_manual_en.html.bz2 and extracting it to my server
directory I looked at my Apache error.log file and there were .png files
missing:

I then realized this files were displayed in the manual but there were no
.png pictures in the .bz2 file. I extracted it with WinRar. What is wrong
here?
