The "Mailing Lists" page:
http://www.php.net/mailing-lists.php
should make it clear that the newsgroups are just
an interface to the mailing lists, and that in order
to be able to post messages via the new.php.net newsserver,
you must do so using an "approved" email address, or else
use an email address where you can receive a confirmation
email.
Either that, or suggest that for their first 'posting',
people send an email to the list in question(rather than
'posting' via the newsserver), and that after that, they
can 'post' via the newsserver, but they must make sure
to use the email address that was approved as a result
of their first email 'posting'.
