As for aspell, we have a note on the page, that pspell should be
used instead, so all the content there is OK to be removed IMHO
and the whole thing can be replaced with a note.

Cybercash was bankrupted, though this is only mentioned in a note
on it's manual page, so I am not sure that a straight delete would
be nice. Users may still use that software in current PHP setups.

CCVS's case is similar to aspell's, so it's OK to remove it. It has
a note for a long time ago, that it's discontinued.
