Yep. As the howto says:

cvs co phpdoc
cd phpdoc
cvs co phpdoc-LANGCODE-dir

This is the correct method AFAIK... At least I use this, and it works.
Further on updates:

cvs update phpdoc

and it also updates the LANGCODE-dir...
