Nope. It is the list for the ongoing development of the new CHM
version which uses a completely new code written from the ground
up to generate the CHM. It uses XSLT to generate the TOC and the
index and only uses PHP magic to postprocess the output (add
syntax hinghlighting for example).

What it definitely needs is some internationalization though
to replace the current CHM. I'll look into this patch if I have
the time, but currently I don't have enough.

Can someone please apply the patch if it seems appropriate?
