Bug #18403 (ini_set documentation outdated in other languages,
http://bugs.php.net/bug.php?id=18403) is more a problem hold translated
documentation actual, but it is classified as 'documentation problem'.
I think it would be nice to split into 'not/wrong documented (english manual
only)', 'translatian out of date', 'translation system' and 'manual build
system'. Discussion welcome ;)
