Learn to use and love validators. A <form> </form> would make sense if
you use form elements. HTML is not defined by what a some browsers do
or do not accept but by a standard definition and a good validator
tells you exacly where your code doesn't comform the standard.
And yes, Netscape is a little more picky in this regard.
