There's no final decision on this topic. I personally preferr
inline documentation and I'm working on adopting Javadoc for PHP.
It won't take long until you'll see me anouncing PHPDOC1.0alpha
and sending it to the PEAR guys. One fine day it might get a PEAR
standard and I guess PHPLIB will follow PEAR suggestions.

Up to this point you should write documentation in the way it is
done now. Coding rules? Well, look at the core functionality and
follow that style.
