This patch allows PHPLIB's session handling be correct according to the
w3c HTML/XHTML validators (http://validator.w3.org). Previously the
validator returned an error saying that "&" shouldn't be used as part of
the URI, it should be "&" instead.
Attached is the patch for PHPLIB 7.2c
