Most CVS have a public cvsread account. User: cvsread, Password:
cvsread.

Yes, I know. I was angry about this myself as I tried to connect to the
repository the first time from home. It's some kind of protection.
People ask before they play with the repository.
By the way I'm not allowed to add a new CVS write account to the CVS as
Kristian is the maintainer of the PHPLib and he's on holiday. So if it's
not urgent, let's wait a week until Kristian is back to give you write
access.
