Actually PHPLIB is working fine and PHP3 is buggy. The PHP3 team
refuses to recognize the PHP3 behaviour as buggy, though. Please
read http://phplib.netuse.de/documentation/documentation-3.html#ss3.1,
the section on "Additional information about database
connections".
There are several workarounds around this problem, the one you
suggested being one of them.
