To do this you'd need a C/C++ compiler and a development environment.
You'd know if you had this, a windows development environment is
something you can't overlook on your harddisk.

I think this is a bug and it should be reported back to the PHP core
team. What happens when you manually call a file like

http://servername/php/php.exe/../../../../autoexec.bat

(you will have to work on the path to make it match a real file
on your system). Will the PHP interpreter be run and show you that
file? On Unix, it will do this, unless you --enable-force-cgi-redirect,
in which case it will spit an error message at you.
