OK. I read on the mail list archives as well as the knowledge base and
tried to define the directives in an .htaccess file in the directory. No
good. Then I got around this (somewhat) by defining the directives in
httpd.conf rather than php3.ini. At least my PHPLIB code isn't blowing up
now. But what would cause PHP or Apache not to read the php3.ini file???

phpinfo() says "php3.ini file path is set to: /usr/local/lib" and the file
is there. Any other suggestions?

Check the location of php3.ini in reality Vs. where phpinfo() thinks it
is. Sometimes the php RPM's get it wrong (By default, I think the
php3.ini belongs in /usr/include/apache the RPM places it in /etc/httpd/)
