As maybe someone already told you, the usuall way is to learn PHP,
then PHP+MySQL, then PHPLib on top of this.

But there is a tutorial on PHPLib done by Chad Cunningham (if I
remember well) available on http://www.phpbuilder.com . It should
be a good start.
