I use NoteTab Pro when tied to the Windows Platform.

I have built quite a few clips for phplib and php. It is a very handy and
quick editor. No debugging though, just a very nice editor.

I don't think there is much there for 'testing' but it
doesn't take allthat much to setup a scratch Apache
server with PHP in Unix or even a Win-xx desktop.
