AFAIK, Dreamweaver 3 will properly ignore regular <?php ?> style tags, but I
don't think it does syntax hilighting. For the record, I use UltraEdit with
a syntax hilighting mode that you can download from their site. It is one of
the better Win32 editors out there and supports such neat things as Unix
style regexp search/replace and FTP opening/saving.

If you have PHP3 configured to use ASP style tags, <% and %>, DreamWeaver
works well. It will interpret the PHP code as ASP, which you can then edit
by viewing its properties. I find it very easy to manage the page layout
and flow control in this way.
