Yep, the whole PHPLIB project seems to be a bith dead since a while ...
(maybe this will stir up some :)).
That might be one of the big problems with smaller OSS projects: interest
and activities of the founders that 'carry' the project change in time ...
And I think that such a project needs an engine, a moderator, an architect,
...
But thats live and let's not forget PHPLIB is great and very usable for most
in the state it is in now.
