As long as you allow online registration, you can't do anything. Welcom to
the worl dof online services. Only thing you could do is to ask for a
CreditCard number when they registered. Sure those can be fake aswell, but
not quite so easily.
Also, a similar service i helped to design we dissalow any use of hotmail
/ rocketmail / yahoomail / netscape mail and allow only adresses assinged
by an ISP, that way you can't simply make a new webmail adress to get
access.
