I'd argue that it's not desirable to make PEAR become as big as CPAN,
ever.
Every now and then over the past 12 years, I've been tempted to learn
Perl. Most recently was right before I learned PHP two years ago. I
don't think I'll ever be tempted again. Perl and its many libraries
have grown too big -- there's just far too much there to get my arms
around it in any reasonable length of time. Technology changes too
fast, I've got a life to live (you know, wife, children, hobbies, etc.),
and I'm perfectly capable of getting everything done using a combination
of shell scripts, AWK, PHP, C, SQL, JavaScript and Java.
I worry about PHP becoming the next Perl. I hope it doesn't. I've
learned two languages with hundreds of commands. I don't need or want
to learn another one. :-b
