subscribe to PHP Extension and Application Repository List.
Send a message to PHP-PEAR, telling that list what functionality from PHPLIB
you are using and whether the PEAR equivalents are ready for prime-time.
The website is parked at pear.php.net, but you won't find much there.

We are on the verge of starting a rather large project and we'll be using
php.
We have for some time used phplib and very successfully I might add.
The question is, is it time to move to pear?
We want to use the db abstraction (for pgsql), templates, and sessions.
Is there a fallback mode in pear as there is in phplib?
Also, we're looking around for docs etc on pear and also a mailing list. How
can we get more information on pear?
