For PHP version 3.0.18, at least, the question is moot because there
appears to be no way to send multiple Cache-Control headers. If you
try, only the last header() call for any given header name seems to
apply. I gather this by watching the HTTP traffic using tcpdump (and
a post-filter to make it readable).
