i have not been able to install php on NT at all. but,
phplib is simply a bunch of classes that you include in
your code. i assume that you simply include the prepend.php3
on your files and it is supposed to work. assuming that
the local.inc is properly configured. these include files
such as db_mysql.inc and others can live in any directory, but
they are typically placed in the PEAR directory.

have you tried running a page with <?php phpinfo(); ?> ? maybe
it is a php installation problem. i assume that phplib lib on
NT must be run on cgi mode.
